1. Quotation Remark and Specification

a. Quotation validity December 2006

b. The quotation is a EPC quotation including power plant design, equipments and their auxiliaries, materials, spare parts, installation and commissioning, training, not including maintenance and operation. Civil engineering contract not included, and should be offered to local contractors and finished by locals.

c. Equipments should be packed to Chinese equipments export standard.

e. Power plant design, equipment manufacturing and materials should be to Chinese National Standards for power plants.

f. This quotation is based on the limited information available from owner, and referred to our similar power plants built in Indonesia. The quotation and specification should be revised to new data and owners' detailed requirements through discussion. 

g. Other issues should be referred to the forms of each equipments in the .xls file

b. Coal and Ash handling system specification

Coal Supervison:coal be transported to plant by owner, and coal stockyard and dry coal booth be installed with dry coal capacity of 15 days usage.

There are loaders and bridge Coal trucks for loading and loading coal, the 8MM pulverized coal convoyed to two coal bunkers in from of the boiler, with each bunker' capacity for 12 hours coal supply.

Two streams of conveyor systems be installed, with detection and removal of ferrous tramp material, screening, crushing, and metering equipments. Operation of two shifts, each shift for 5.5 hours. 

Fuel handling system be equipped with limestone handling equipments if higher sulpher content in coal, or ratioed limestone be added to coal stockyard and mixed for fuel supply to boiler.

Ash handling system: boiler flu gas handled by electro-precipitator with efficiency of 99.7%,precipitated ash be transported to two ash bunkers by positive pneumatic ash removal ways with ask bunkers holding capacity for 7 days. Bunker beneath ash be removed in dry or wet condition to outside plant by truck. In the plant only transient ash sump constructed.

Cinder removal in dry condition, boiler beneath cinder or ash be cooler by cooler and convoyed to cinder bunker and then trucked out. The bunker is of one day capacity.

Boiler cinder and ash can be reused, but not quoted in this quotation.

c.Electrical System Specification

This proposal is for that power supply is not connected with national grid?1kv generator is connected to transformer and step up to 22kv bus bar, Single bus bar is adopted, and 4 routers of feed out line to ender users. High voltage for in plant usage be supplied directly from generator,single bus bar is used. 0.4kv in plant usage power is evacuated from 11kv in plant high voltage. The standby transformer connected by power cables will automatically put into service when there are problems with certain prime transformers. DC power supply system is installed too, Relay protection and control system are governed by Micro computer. Steam turbo generator is of controllable silicon static excitation. Most of the electrical system are made by Joint ventures with international quality.

Plant standby and starting power is offered by owner, and power transmission, illumination and telecommunication is not inclued in the quotation.

D. Thermal control specification

Thermal control system covering boiler, steam, dearator and water supply, chemical water treatment, coal feeding and ash handling and so on. Boiler and steam turbine control is of DCS. DCS covering mainly: Data Collection and Process system (DAS). Analogue control System (MCS), Sequence control system (SCS) and so on, with their main tasks as check. automatic governing (MCS). main auxiliary on-lock protection (SCS. protection and alarming. All the equipments and systems are made by mature and high standard quality.

Auxiliary systm such as boiler ash blow, ash removal, coal feeding, and chemical water treatment systems are using independent PLC system.

 Control methods: boiler, steam turbine, dearator and water supply are of centerilized control, chemical water treatment, coal feeding and ash handling are of at site control.

e. chemical water treatment is adopted with process of anion-ion exchange desalt with capacity of 40t/h. 

f. Water Suplly System?BR>The quotation not including water source site supply and purification, daily life water consumption.

Including water supply for equipment cooling, fire protection water and waste water treatment.

Steam turbine cooling usage of about 13500t/h, recycling method is used.

The total water supplement is about 400m3h?SPAN style="mso-spacerun: yes"> 

g. Auxiliary operation systems: meeting the demand for equipment checking and repairement, instrumentation, and laboratory, ventilation and fire protection. Some large sized components or parts can be made assembled by local contractors. Office and dorm are not included in quotation.

3. Main Schedule of the Construction

Schedules in two stages:

Stage one of proposal: 60 days after complete data or documents available

Stage two of implementation: 660 days after signature.
