1                    GENERAL

1.1             Project Description

The proposed 1x200 MW COAL FIRED POWER PLANT is to be designed and built to install 1 x 200 MW units in the first phase by the Project Owner. The Plant site is located xxxxxx South America. The Contractor will furnish one (1) sets coal fired boiler and one (1) sets of 200 MW steam turbine generator including auxiliary equipment as well as utility equipment. The scope of the contractor will comprise design, engineering, manufacture, inspection and testing at contractor’s work(s) and/or his sub-contractor’s work(s), packing, transportation and delivery to site, including unloading from carriers at site, handling and storage at site, intra site transport, erection, supervision, testing, commissioning and carrying out performance and guarantee tests at site of the plant/equipment, in accordance with the specification requirements, conditions, as specified. The Plant shall be brand new, and operating life will be at least 30 years from the Commercial Operation Date.

1.2             Outline of Work

The proposed Coal-Fired Power Plant will comprise one unit of 200MW output units with the necessary auxiliary and ancillary supporting equipment and systems. The unit will consist of a coal-fired boiler and a turbine generator with common coal & ash handling facilities arranged to operate from a control room.
Coal will be brought in from near mine by trucks to the plant’s coal handling system.
The proposed power plant is to connect to the 110kV substation.
The Plant will include:
¨             Pulverised coal fired boiler, condensing steam turbine generator complete with all auxiliaries;
¨             FGD�?flue gas desulphurization system;
¨             Coal yard for 60 days and conveying, handling and storage bunkers;
¨             Ash handling system including ash conditioning and transfer system to disposal pond for six months;
¨             Light fuel oil system for boiler start-up;
¨             Power and auxiliary transformers;
¨             Electrical distribution systems;
¨             Emergency diesel generator;
¨             Control and instrumentation system configured to enable operation from a common location;
¨             110kV substation to cater for the unit & one outgoing transmission lines;
¨             A secondary circulating water supply system with mechanical draft cooling towers;
¨             Raw water and water treatment systems.
In addition, the Plant will be built with the necessary infrastructure facilities to provide a fully functioning installation, including:
¨             Foundations for plant and buildings,
¨             Civil and structural works necessary for the plant installations,
¨             Buildings complete with services,
¨             Lifting facilities and cranes,
¨             Internal roads and car park areas,
¨             Station outdoor and perimeter and switchyard lighting,
¨             Site perimeter security fencing & security systems
¨             Internal communication systems
¨             Fire detection and protection systems
¨             Administration, workshop and stores buildings.
The terminal points for the equipment and system supply will be as follows:
¨             Coal transfer system
At the point of unloading hopper located in the first transfer tower in the power plant. Coal is supplied by the convey belts to the site from coal storage yard in the near coal mine which will be constructed by another Contractor.
¨             LDO
At the inlet of LDO unloading pump.
¨             Electrical connections
At export gantry of the 110 kV switchyard inside the power plant.
¨             Power for start-up
At the 110kV busbar.
¨             Fly and bottom ash
At the outlet of fly and bottom ash silos located in the power plant. The ash pond will be considered after confirming the information of the site.
¨             Liquid effluent
At the outlet flange of guard pond.
¨             Storm water drain
At the outlet of one meter apart from the boundary of power plant to nearest storm water drain.
¨             Road
All internal roads in the power plant and around 100m length of approach road.

Light fuel oil information is not provided in the specification. The light fuel oil is assumed to be used as ignition and fire supporting fuel, to be delivered by road tanker. The fuel oil handling system and equipment will be based on the following fuel analysis:

1.3.2       Design Assumed Issues
It’s not clear about many constructive conditions at this time; the proposal is based on the assumption below technical issues for scheme design on this stage:
¨             Scale of project is capacity of 1 x 200MW, but considering the extension of this power plant for another two same units, the public system will be considered only suitable for 1 x 200MW.
¨             The site grading of proposed power plant is leveling, while land reclamation and clearing are not included in this proposal.
¨             Natural foundation will be used, while piling is not included in this proposal. We will supplement these parts when we acquire the detail of site situation.
¨             The ash lagoon and outside transportation piping and/or road are not included in this proposal. The proposal ash yard is beside the boundary of power plant. So at this stage we suggest that the fly ash will be transferred pneumatically to the ash silo arranged in the ash yard, the bottom ash will be transferred to the silo arranged near the boiler, and then they will be taken to the ash yard by trucks.
¨             As site is near the river, we use river water as the water source of service and potable water system.

1.3.3 Standards and Codes

All works, equipment, materials and systems will be designed, manufactured and/or constructed in accordance with the latest issue of the Chinese or equivalent internationally accepted codes and standards.
Additionally the local standards of environmental, health and safe, and etc. for power plant construction applied in Colombia must be followed.
The International System of Units (SI), including the "Metre" system, will be used in connection with the plant design. All materials, fittings, components, items of the plant and equipment supplied for incorporation in the Works will be standardized accordingly.
SI units will be used in all correspondence, documentation, calculations, drawings, measurements etc. If reference has to be made to non-standard items, tile SI units will be quoted followed by the non-standard units in brackets.
