Answers to 25mw HFO power plant

  • We represent a consortium which has been requested to provide a number of distributed small power plants (say around 25MW) for a West African government.  In the long term, the fuel will be natural gas.  However, there is a shortage of  reliable supply of natural gas for probably 4 years, so for that time the usual fuel will be an appropriate cheap liquid fuel eg. residual fuel oil.  However, natural gas is much cheaper than fuel oil and we would want the engine to be able to switch fuels easily to natural gas from time to time as and when it becomes available.
  • Answer: We can supply HFO generator first, and then the HFO generator can be modified to dual fuel generator (HFO and natural gas) after adding one set of dual fuel equipment.
·  Assuming the primary offtaker is an industrial or commercial business with only a large peak hour demand and very low (say 15%) offpeak demand, what would be the most economical and reliable engine solution?
  • Answer: You can use 15 sets of 2MW generators for your power plant.
  • 12 sets of generators can be put into operation in parallel during  a large peak hour demand, 3 set of generators can be used for standby.
  • 2 or 3 sets of generators can be put into operation in parallel during very low offpeak demand, other generators can be used for standby.
  • At any time, the running generators will be operated on 80-90% rated power, it will be more economical.
·  Assuming the primary offtaker is a distribution company with a large (say 90%) demand nearly all the time, what would be the most economical and reliable engine solution?
  • Answer: same as the above answer.
  • Another, if there is problem on one generator, the power plant can be operated normally.
·  What is the delivered price for such engines?
  • Answer: We can design the power plant according to your requirements, and then provide our offer. So please fill in the attached questionnaire for each power plant. you will check our design and quotation.
·  What is delivery time for the required engines for the first power station?  What is delivery time for the required engines for the second power station?
  • Answer: Same as the above answer.
·  How do the recommended engines compare with competing engines from Wartsila, MAN etc?
  • Answer: We have built over 100 power plants in Africa and dispatch 80 engineers to Africa for service. Attached, usually our quality is assured, and if the O&M and spare parts are supplied by us, then we can make your operation costs much more economical. Wartsila and MAN have a very long delivery times, saying 20 to 24 months, price is at least 50% higher than ours (we can also provide 5mw, 7.6mw MAN made in China, price is about 800USD/KW).
·  Assuming that suitable land is made available and all necessary licences and permits, what would the delivery time and price be for a turn-key project for the construction and installation of the power station and associated works (eg oil storage tanks, transformers, switches)?  Please cite a few previous turnkey projects in Africa.
  • Answer: We will provide our offer after power plant design.
·  What are the maintenance requirements for such engines?  How does this compare with competing engines?
  • Answer: You can visit our power plants in Africa.
·  Do you provide an O&M contract for these engines if they are located in W Africa?  What term?  What price?  What knowledge transfer / local training can you conduct as part of such O&M contract to facilitate later local service?
  • Answer: Yes, We have service center in Nigeria and Sudan.
·  What are the environmental considerations for such engines - especially noise and air pollution?  I assume that use of low sulphur fuel oil is more economical for the proposed 4 year period (rather than installing scrubbers).  In your experience, what NOx primary or secondary reduction mechanisms are required (or strongly suggested) for W African projects, particularly if a debt provider complies with the Equator Principles?  What cost does this add to the proposed solution?
  • Answer: Our engines are tested and approved by IMO ( Inernational Marine, and can provide "Statement of comliance of engine international air pollution prevention".
1-Is it possible to have our gen. sets "factory equipped" with Dual
Fuel type system , and what would be the additional cost ?  
 
2-Is it possible to modify  these gensets - later on- after they are
installed in our power plant to use Natural Gas , and will the cost be much higher ? 
 
Answer: For dual fuel system, there are two choice as follows and the cost is same:
a. Choice dual fuel generator at the first time.
b. Modify HFO generator to dual fuel generator after one or two years operation.
 
Our HFO generator can be modified to be dual fuel (gas/HFO) generator after installing one set of dual fuel system (Germany dual fuel system).
 
Dual fuel (HFO/Natural gas) System
Heinzmann dual fuel system will be installed on the engine which consists of gas filter, gas pressure regulator, engine control unit (MVC), one Megasol valve for each cylinder, sensors and others.
When the engine runs under dual fuel mode, natural gas is intended as a main fuel and diesel, eventually HFO, is used only for an ignition of the gas/air mixture inside the cylinder. The engine is to be converted to enable its operation on both dual fuel (standard operation) and pure diesel/HFO (emergency operation, e.g. in case of gas outage). The fuel proportion on dual fuel mode is about 70 percent natural gas and 30 percent DO/HFO under rated load.
 
The cost for dual fuel system is USD 70000-80000 per set for each generator.
 
1-What is the average cost of spare parts needed for each 9000 Hours of operation ?(one year of contenious operation).
 
Answer: The spare part cost for each 9000 hours is about 3% of total equipment cost.
 
2-After how many hours the engine will require an overhaul ? and what would be the cost?
Answer: The overhual period is about 25000hour for three year's continous operation. The overhaul cost is about 2% of toal equipment cost.
 
3-If we need your technical assistance to run this power plant for the first year , would you accept to delegate Chinese engineers to Egypt ? and how many Chinese engineers should come to Egypt to run this plant?
Answer: Yes, we can dispatch our engineer to Egypt for operation guide. For just guide, we think two to three engineers is ok.
 
4-if we want to have 2 years spare parts to be kept in our warehouse for servecing the 15 Gensets , what would be the cost?
Answer: About 6% of total equipment cost.
 
Diesel Fuel Consumption for 100% and 50% load (for 10x2MW HFO power plant if we want to use Diesel)
 
Fuel consumption for 2MW generator is about 215g/kWh.
The values are subject to a 3% tolerance and apply when burning fuel with a net calorific value of 10,200 KCal/Kg minimum.

For Diesel oil, the fuel consumption is same as that of HFO. The fuel consumption is depended on net calorific value of fuel.
 
Is spare parts, special tools and documentation included in prices?
 
The spare parts, special tools and documents are included in generator, but it is one kind of standard attached spare parts, special tools and documents. So if you can find the quotation list
 

How to calculate the HFO diesel generator power plant heat efficiency?

1Jcal/hour=1.16279w

Heat Efficiency=1000kw/(g*10200*1.16279)*100%

among which:

g: meaning the oil consumption of the power plant

10200Kcal/Kg is the heat content in each KG

For example: if power plant oil consumption is 210g/Kwh=0.21kg/kwh

then heat efficiency=1000/(0.21*10200*1.16279)*100%=40.15%

the heat efficiency of the world most advanced power plant with oil consumption of 190g/kwh, is about 100/(0.19*10200*1.16279)=44.38%.

Generally speaking, hfo or diesel generator power plant's heat efficiency is about 40-45%, steam turbine generator plant's heat efficiency is about 38-40%.
