Purchasing Agent Authorization letter from Client

Here attached is a copy of communication by emails between our client and us on how to signing a contract to be the client's purchasing agent.

The client is from European and he has spent months on trying to choose the right producers or suppliers from China, after much paper works, he almost got his decision to place order to some of the producers. but  told me:" you can imagine what pressure is into my mind, because I am thinking: "Did I made the right calculations? Did I forgot something? "

To our experience, foreigners wishing to get quality, safety and const effective equipments from China face the same dilemma even though they have inspected the facility in China.

After Mr. A has issued as purchasing agent authorization letter to us, he will fell more sure of the reputation of the producers, and quality and in time delivery of his goods. We two sides are working to Purchasing agent agreement, and will buy a lot of equipments from China.

Dear Mr. Yang,

 
    Thank you for this your on today second message.
    During a yesterday afternoon meeting, held with few of my partners, I told them about the luck I had because you contacted me and we have been changed a lot of messages. And, I predicted them, almost, the content of your today messages. Such as, according to the content of the message sent to YIWU (Chinese gas engine generator producer), you can see that I already start to inform my Chinese suppliers about our strong co-operation.
 
    On the other side, I shall prepare for you an Authorization letter to confirm our this deep and multiple co-operation, not only for Chinese equipment purchasing. Within this weekend you will have it. I cannot do it before, because I am now very preoccupied to start financing for this first project.
 
   For other equipments required from China I shall inform you exactly and detailed, after I shall finish my calculations, that's means latest on tomorrow morning.
     By the way, you will offer me PP-R pipes from China. I must inform you, Robin, to whom I wrote the story of my Chinese purchasing, is manager of BRIGHT heat pumps export department. I shall send you his message concerning the Bright heat pumps.
 
     About the Solar panels, my cousin have had some preoccupation for such purchasing, but he is too unconcerned to finish something. The Mayor from Alexandria has some finance available to install, into Alexandria down town, about 60 light pillars power by Solar energy. Can you supply some offers of such pillars?

Dear Mr. King (Chinese Producer):

 
    Thank you for your message and, mostly, for your acceptance to involve yourself  to assist us and our men, during the installation time. And, for sure, I must thank you for the manuals translation into English and Romanian languages.
 
    As I wrote into my yesterday message, the cash amount for 20% T/T  will be available within the next week. But, in the mean time, I want to make you a big surprise: according to my last calculations (only on yesterday I received the whole drawing plans of the project site) we need more gensets!
    Such as, beside the already required Deutz engine gensets with all the necessary heat recovers and automation, we need more:
    - full equipped, as CHP units, 135 series Chinese engine gensets of 160 GF-T, 2 (two) units;
    - full equipped, as CHP units, 135 series Chinese engine gensets of 260 GF-T, 4 (four) units.
 
     Please, check with Mr. Ji Xiao the additional costs of the heat recovers and automation equipments, as to be complete CHP units, and issue to me the Selling confirmation for them, too.
 
     One more thing: as, maybe, you already saw, I sent this message to the third e-mail address, too. This e-mail address belongs to Mr. Yang Chun Lin,  from CHINA NATIONAL ELECTRIC WIRE & CABLE Import/Export Corp. to whom I negotiate for financing of the near future Romanian projects and he will act like our representative, covering all our financial needs against all Chinese suppliers, except this your first delivery for Alexandria project. I think, under these circumstances, you will be happier and more relaxed for our further projects.

      Thank you very much for this very kindly message you sent to me.
     I must confess to you, I open my e-mail address to send an inquire to one of the heat pumps suppliers, because I finish my calculations and I choose the final technical arrangements into my project. So, you can imagine what pressure is into my mind, because I am thinking: "Did I made the right calculations? Did I forgot something?
    And I found your just sent message and ... suddenly, after i read it, i become very relaxed...
    Thank you, once again, for the message!

Thank you very much for your sincerity to us and we are willing to help you the followings:

 

1.       to drill further with you financing support for your larger projects with many kinds of equipments from China, so we are waiting for your further details on cooperation, and we are discussing of issuing a letter of intention to work with for the project s buyers credits or deferred credit. So you can draft a letter of intention to us to consideration. As soon as I shall have the Local Council's decisions, I shall inform you about each and every step I can follow. By the way, I want to propose you to involve deeper your specialists into all near future Romanian projects, as to have myself better advisors in choosing the right project solution. Maybe, there are some equipments whom I never heard about, better than others I know. Surely, their work will be paid by us. Let me have your proposed procedure for such co-operation, too.


 

2.       you are negotiating with other Chinese suppliers or producers for a  period of time, and I think you might be satisfied with these producers.  Now I get an idea that we can be your purchasing agent for these equipments as gas engine generator, water source/ground source heat pumps. I will represent you to contact YIWU, DERON or other producers you contacted and are ready to place order with them. We will use our strength to provide you financial support, quick delivery and custom clearance so that you can have a safe business, good credit standing from us, and possible quick delivery time (I have not contacted them to ask for the final quickest delivery or rock bottom price). I definitely agree with your proposal! On today received message from YIWU, Mr. K confirmed me that they will come in here to assist our men during the installation time and to instruct them in operating and maintenance procedures. More of that, the manuals of the equipments will be translated into English. But they did not reply to my inquire for a shorter delivery time. Concerning the heat water suppliers they did not reply to me, up to now, about the possibility to send some of their specials to assist us, here Do you have such engineers who can help us to install and put in function all kind of heat pumps?


 

3.       we will offer you payment arrangement as: 30% T/T as advance payment to us, balance paid by irrevocable L/C at sight issued at the date of ex-work readiness. And FOB delivery 15 days from the date of issuing L/C. I have compared the payments, our payment arrangement would reduce your risk of no-delivery after your ex-work 100% payment to producers and also reduce your interest costs to banks too, generally speaking. Again, I definitely agree! That's means, I shall execute the 30% T/T and the L/C for balance  into your bank account and you will become my representative against these Chinese suppliers, without any banking relation between me and them. Only one exception, I ask for: YIWU, because they agreed for only 20% advance payment , for CIF our port delivery conditions and, also, to participate themselves to assist us. Regarding them, I need only a shorter time delivery as your involvement. Surely, this involvement will be paid as commission from the selling price.

4.     and you only pay us 3-5% of the contracted price for all the contract if you agree our suggestion. If you agree, then we will discuss with the producers you recommended, or even with other reputable producers, who might provide quality equipments and quicker delivery, if  your time permits us to do that. I agree, again, but for a fixed medium commission of 4% of the contracted price. Because of the future projects, please, do not hesitate to discuss with other suppliers you know better. But, do not forget about our very urgent delivery of PP-R pipes, fitting and equipments to install pipes

        I think all above are to confirm our long time co-operation and I am waiting for your deeper involvement into my projects.
