We are very glad to have a chance to give you our initial quotation for the XXXX Power Systems Transmission Project. The enclosed quotation is made in accordance with the information in the Final Feasibility Study Report issued by xxx consulting company, which covers design, equipment supply, transportation, erection and commissioning. Our initial quotation for the project phase 2 is US$ 1,8990,600,000, say USD One Billion Eight Hundred and Ninety Nine Million Six Hundred Thousand Only. The detailed quotation, please refer to the attachment I. On this quotation, we have following statement:
1. All the cost of Custom clearance, handling and unloading at Seaport in your country, loading and transportation to the sites is not included in the quotation.
2. All taxes, duties and any other charges and fees levied outside China for the performance of the contract are not included.
3. The down payment and advance payment shall be 30% of the total contract price.
4. The quotation enclosed is an initial quotation, only for your reference. The accurate quotation shall be made after the detailed survey and inspection along the transmission line, and also completed questionnaire supplied by us. The survey is scheduled to be made at the end of 201x.
5. we plans to help the Employer to put the project in the package of 201x Chinese Government Concession Loan Plan. The conditions of the application for the concession loan are:
a. The owner provide our banks with the Sovereign Guarantee issued by the Ministry of Finance, and your Ministry of Finance should issue a financing application letter of Intent.
b. The owner provides at least 15% contribution of the total contract price. (The ceiling of the concession loan that China government or bank can supply is 85% of the total contract price.)
6. The technical standard adopted is Chinese standard and the equal international standard.
7. Technical conditions of the quotation please refer to the attachment II.

As we mentioned aforesaid, we plan to make the site survey at the end of 201x, we would like get relevant information about the project before survey. We prepare a
list or questionnaire in which the information we needed has been listed (Attachment IV). We hope to get the answer as soon as possible.
