Exclusive EPC Helps with Financing from China

Exclusive EPC Helps with Financing from China

As China's top or number one EPC contractor, we have many reference in power plant and power transmission projects finished in the world market. Now we are invited to attend power project tenders, or negotiated projects, but most of the seems have problems with financing during this financial crisis period for constructing the power project. We have contracted and finished many power projects with financing arranged from China EXIM or China development banks during the last few years, for some examples for the recently financed projects, please click. 

And now we are handling 700 million, 300 million, 150 million USD power project with financing from China at the time being.

The steps for contacting us for financing and EPC contract:

1. please contact your power proejct developers or IPP to check if the projects are serious and ready ones, you can ask for land, water, site development, feasibility study, environment impact assess report, and financing sources.

2. suggest your IPP to register or shortlist the projects to be financing from China by using China EXIM financing, better to provide us copies of documents so that we can start our coordination works with different departments including commerce ministry and exim bank.

3. providing background information on the projects, technical and commercial requirements to us to check so that have a evaluation which partners from China to be invited to join us. You know we are number one EPC contractor and equipment supplier from China to the world, so all the partners or consortium members are the best or at least top five from China in its field, for example, GE gas turbine genset from China GE JV, Harbin steam turbine generator, Dongfang CFB boiler, and EXIM, six major service companies from China in power projects. 

4. after have clarified to both the EPC and IPP/ employer, and also the agent, usually two MOU will be signed: one is EPC with agents, and EPC with employer. in the MOU signed between EPC and employer, there is terms to define the EPC is the exclusive EPC for the project on the condition that EPC will help to arrange financing from China.

5. the employer signs for guarantee from banks or government sovereign guarantee, if the employer has documents, please send the copied to us, so that we can go related Chinese departments for the arrange of financing, usually buyer's credit and government concessional loan.

For the financing, our banks would pay attention to who is the EPC (usually most reputable Chinese EPC is first choice to make the projects successful), projects feasibility, project readiness with land, EIA, fuel, water, PPA, and guarantee, government sovereign guarantee is the most preferable, you can use your PPA to get guarantee from Banks or government department in the IPP nation.

As our policy, we should clarify:

1.       we can not sign Exclusive MOU or agency agreement with any agents in the world,  we have too many agents who have successfully helped us with contracts for the last three decades. So we can only work on basis of project to project. please understand our position and situation, but this does not harm your benefits. If you van work well and be capable to help us win more, you are actually our “only one agent�?due to we have no extra time and efforts to work on others�?project.

2.       we only sign MOU for specific projects only after we are fully convinced that the project is ready to start, financing is ready, and we are the only one to be pre-qualified or the only one to be the finall EPC or direct negotiation without tender.

So for each project including the wind farm project, you need to provide:

A.       is the fund or financing ready? If yes, where the financing from? How much? If needing financing from China, has the project been short listed to be financed by your government from China, with guarantee, and what kinds of guarantee will be provided, how much guarantee?

B.       Is the project’s land ready, how many square meters or KM?

C.      Is PPA ready by contract or agreement with GRID company?

D.      Is there and special purpose company for the project? what is the name, who are the shareholders?

E.       Official feasibility study is ready by which country’s consulting firm?

F.       Any technical requirement for the equipments or EPC?

G.      What is the process for awarding contract? Public tenders/negotiation/or other format?

H.      Who are other potential EPC from the world? Any Chinese EPC? Who are they?

I.         What are your relation with the personals behind the project and how can they help us to win (can be informed later face to face). 

And after we are fully informed about these information, we will evaluate your project, and if you and we agree for potential MOU, then, we can setup a meeting for details. We are famous EPC in the world, so we work to international standard and practice, your benefits will be secured after we are awarded the contract and paid by your employers. If you prefer, we can let your Embassy to certify any documents or MOU, to us we are confident there is no problem with us.

Thank you for your email concerning Chinese government concessional loans. After reading your email we have some questions.

 

  1. We can definitely bring good projects to you.  Before submitting any information on the projects such as feasibility studies, can we sign an agreement stating that we are the exclusive agents of the projects we are bringing to you?  This is for our protection.

We usually first let the agent provide project information, which can be protected by NCND, and after that we assess the project, if we are interested, then MOU will be signed, and agency agreement will be signed before EPC contract.

  1. For Philippine government projects, it is now difficult to get sovereign guarantees. Is there an alternative to the sovereign guarantee?

Yes, the guarantee can be acceptable from reputable banks, but you know at this time of financial crisis, which bank’s credibility is acceptable for our China Exim to accept?

  1. Since you are well connected with China Exim Bank and other Chinese agencies, can you ask them how they financed Philippine government projects?  This information will help us on the proper way to proceed.

At least we China Exim bank has provided financing for your subway, which is contracted by our group company of Sinomach and its sub companies. For detailed projects supporting, most of them are from infrastructure projects which are top listed in your government short listed developing projects with guarantee.

  1. For private sector projects, you mentioned that bank guarantee should come from world reputable banks.  Could you tell us which Philippine banks are acceptable?
  1. Are the concessional loans applicable for Biofuels Projects also?

It is possible to provide financing for biomass projects, but you know their capacity is not too big, and we have too many projects to handle as EPC, we prefer to bigger ones.

  1. What is the commission of the agent?

Usually we provide 5% as commission.
