We are interested in the Wartsila power plant you have for sale but we still need some more information. Can you please provide answers to our questions per the following:
1 Pictures of all the units, equipment, switchgear, tanks etc: please download from here:
2 Maintenance records (in english):
A: The plant has complete O&M log, but in Chinese. And there is a brand new never used manual from Wartsila.
3 Purchase price of 114.750MW = $11,250,000 for the entire power plant?
A: wrong
A: the purchasing price for the complete power of 9 units of Wartsila hfo set with auxiliaries available on site is USD 15 Million for the whole used plant as where they are
on site, without warranty.
4 Shipping included to Sierra Leone construction site?
A: both seller and buyer have the responsibility to reserve the bulk ship to Sierra Leone, normally it is very difficult to book such bulk ship to there, and the port in Freetown has not such crane and lift capacity to lift the heavy machine, so you need to book bulk ship with self equipped heavy lift crane. This is our experience last for shipping 4x3mw hfo MAN sets there.
5 Does the price include construction/installation costs?
A: only used power plant as where they are on site without warranty, this is standard practice for used equipment business.
6 We understand, dismantling costs are $180,000 per unit which is added to each unit price of $1.25M+180,000 each
7 Is the entire power plant installed during construction (buildings, tanks, civil, cabling etc) ready for commissioning and operation?
A: I do not fully understand this point,
8 How long does it take to dismantle and ship the power plant?
A: dismantling and packing need 4-6 months, but availability for bulk ship to Sierra Leone needing patience to our last year’s experience of shiping 4x3mw hfo MAN set to Freetown.
9 If we purchase a portion, can the rest be held for future purchasing?
A: yes, but you should sign contract for balance.
10 Is there any equipment that requires replacing?
A: yes, normally you need to replace boilers, and some auxiliaries such as pipes, other equipments to be replaced can only be known after dismantling.
11 Is there still 10 more years of service from this power plant or more?
A: the plant is a complete power plant with 9 units of Wartsila hfo geneset, used only as peak load generation so power plant still in good condition, control system were supplied by Wartsila and ABB. So if overhaul or repair, installed/commissioned to standard practice, with standard O&M, it can be operated for another 10 years.
12 Can the power plant accommodate green fuels such as syn gas, biodiesel, ethanols, and or fuel mixtures etc?
A: it is a standard Wartsila hfo gensets, normally difficult to modify for gas or mixture fuel.
13 Is it possible to visit the power plant prior to purchase and dismantling?
A: yes, but if it is better provide your project readiness and financing readiness documents.
14 Historically, how much fuel per 24 hours does each unit consume?
15 Is the control system in good working order and software support is readily available?
A: yes.
16 Who is the control system manufacturer?
A: Wartsila and ABB
17 Any power plant historical nuisance issues?
18 Are you using Exlm bank? and what are your final down payment percentages needed, bank guarantees etc.
A: not possible for Eximbank financing to used equipments. Payment: 30% after contract, balance before transport outside plant or L/C.
