Replied: If the 3MW Solar power plant project is on a rather flat ground, it needs land about 4.5-7.5 hectors. And current budget in China is about 0.7Usd/W, 3MW needs about 2.2-2.5 million Usd. of course the costs will change a lot to different locations and countries.
About the configuration, there are alternative current side and direct current side, and for DC side it will configure to the actual installation capacity, and for AC it will be configuration to actual output capacity, and ratio between them is 1.2:1, so if your AC side is 3mw, then you have to install 3.6mw.
