Oxygen Cylinder

Valve Requirements

1. Neck PZ27.8 tapered thread; oxygen-specific   oil-free cylinder valve; fully degreased valve body; thread fit without   slippage or chipped teeth;

2. Valve hydrostatic test 250 bar, 180 bar hold   for 1 min, zero leakage, smooth opening and closing;

3. Valve port compatible with general   industrial oxygen pressure regulators in Nigeria; valve factory certificate   and degreasing inspection report included;

4. Strictly prohibited to mix with nitrogen /   flammable gas cylinder valves.



Filling Equipment

1. Filling connector compatible with PZ27.8;   entire oxygen pipeline and filling equipment fully degreased; pipeline   pressure rating >= 250 bar;

2. Pressure gauge range 0-250 bar, accuracy   class 1.5; safety valve set at 157.5 bar; instrument calibration certificates   archived;

3. Dedicated explosion-proof oxygen filling   station; anti-static grounding + emergency shut-off valve; physically   isolated from flammable gas filling area.



Pressure Requirements

1. Standard filling at 20 deg C: 148-150 bar   (certificate-specified parameters);

2. Nigeria high-temperature practical filling:   140-145 bar (actual filling operation);

3. Residual pressure: >= 1 bar, venting   prohibited;

4. Routine customer cylinder exchange residual:   3-5 bar recommended.

Residual pressure must not be vented below 1   bar to prevent air ingress and explosion risk; mandatory requirement by   Nigerian gas station safety regulators.


Full Cylinder Criteria

1. At 20 deg C, measured pressure 135-145 bar   qualifies as properly filled;

2. Ambient temperature > 20 deg C: convert   to 20 deg C standard pressure using gas temperature-pressure coefficient;   high-temperature gauge reading does not count as overfill;

3. > 145 bar: vent pressure; < 135 bar:   replenish pressure; permanent gases use pressure as acceptance basis.

After filling, let cylinders stand at ambient   temperature for 24 h and re-measure pressure before packing and shipment.


Operation & Control

1. Before filling: verify cylinder stamp,   manufacturing and inspection validity; evacuate empty cylinders to remove   moisture and impurities;

2. Operators must maintain oil-free workwear   and tools; monitor cylinder temperature rise during filling; stop immediately   if abnormal temperature rise;

3. After filling: install plastic protective   cap; affix English product qualification label on cylinder body;

4. Use IPPC fumigated solid wood pallets for   full-pallet packing and securing.

Environmental & Climate

1. Filling workshop: -20 deg C to +45 deg C;   stop batch filling when ambient temperature > 45 deg C;

2. Finished products stored away from light;   temporary outdoor storage at dock <= 4 h; prioritize cool cabin positions   for container loading;

3. Ambient humidity <= 85%; valve lubricated   with oxygen-compatible anti-rust grease for ocean shipping corrosion   resistance.

Nitrogen Cylinder

Valve Requirements

1. Valve PZ27.8 thread; compatible with GB   standard PZ27.8 nitrogen valve; valve body hydrostatic test 250 bar, 180 bar   hold for 1 min, zero leakage;

2. Export valve with original factory material   report and certificate; valve body marked with pressure and model;

3. Nitrogen inert valve does not require flame   arrestor; optional compatibility with locally common outlet interfaces in   Nigeria.



Filling Equipment

1. Filling connector compatible with PZ27.8;   pipeline pressure rating >= 250 bar; pressure gauge 0-250 bar / Class 1.5;   safety valve set at 157.5 bar;

2. Filling system with anti-static grounding;   dedicated nitrogen filling station; avoid mixed filling;

3. Factory filling equipment calibration   records retained; Nigerian customs may require filling equipment calibration   documents.



Pressure Requirements

Before container loading, let cylinders stand   to cool and re-measure pressure to avoid overpressure detention in sealed   shipping containers.


Operation & Control

1. Before filling: verify cylinder ISO 9809   stamp (hydrostatic pressure, manufacturing date, 37Mn material), inspection   validity; evacuate and purge empty cylinders;

2. Retain complete filling records; each   cylinder number corresponds to filling data;

3. Container loading: upright fixing, wood   pallet packing, protective caps fitted.



Environmental & Climate

1. Domestic filling environment: -20 deg C to   +45 deg C; stop filling when > 45 deg C;

2. Adapted to Nigeria tropical climate: avoid   direct sunlight during storage and shipping; container ventilation; temporary   outdoor storage at dock not exceeding 4 h;

3. Ambient humidity < 85%; valve coated with   anti-rust grease to prevent high-humidity corrosion during ocean shipping.

Nigeria year-round high temperature 25-38 deg   C; sealed container high temperature during ocean shipping is a key point for   pressure control.

Annex 3: Instructions for Use

(Per TSG 23-2021 Safety Technical Regulation for Gas Cylinders; GB/T 5099.3 Seamless Steel Gas Cylinders)

I. Service Life & Validity Period

1. Basic Design Service Life

- Standard factory-marked service life is 20 years (cylinder stamp: 20Y), which is the statutory baseline lifespan.

- With proper management, complete documentation, adequate maintenance, and passing all inspections, the service life may be extended to a maximum of 30 years upon third-party safety assessment. Without assessment, cylinders must be withdrawn from inspection and prepared for scrapping upon reaching 20 years.

2. Mandatory Periodic Inspection Cycle (Key Validity Period)

- Inert gases (nitrogen, argon, high-purity non-corrosive gases): inspection every 5 years

- Common permanent gases (oxygen, hydrogen, CO2, air, etc.): inspection every 3 years (most common)

- Corrosive media, seawater / humid corrosion environments, diving cylinders: inspection every 2 years

3. Special Time-Limited Rules

- If decommissioned and stored for more than one inspection cycle, cylinders must be inspected and qualified before refilling and reuse.

- In case of external impact, corrosion, leakage, or abnormal weight, send for inspection immediately -- do not wait for the cycle to expire.

- If inspection fails, the cylinder is condemned for scrapping and cannot be repaired for reuse.

II. Daily Inspection (Mandatory Before Each Shift / Each Use)

1. Cylinder Body Visual Inspection

- Paint film must be intact; large-area paint loss, peeling, or corrosion covering > 1/3 of the surface warrants vigilance for corrosion thinning.

- No cracks, bulges, wrinkles, or deep dents: dent depth > 2 mm is a direct hazard; dents with scratches are highly likely to result in scrapping.

- No severe impact, drop, or deformation; cylinder shoulder and base are critical vulnerability points.

- Verify cylinder stamp: manufacturing date, WP (working pressure), TP (hydrostatic test pressure), design service life, and last inspection date -- ensure all are within validity.

- If cylinder weight differs significantly from factory-marked weight (weight loss = internal wall corrosion), stop use immediately and measure wall thickness.

2. Accessory Inspection

- Cylinder cap must be intact and tightened; both anti-shock rings must be present and undamaged.

- Cylinder valve must be free from deformation and oil contamination (oxygen cylinders strictly prohibit grease); apply soapy water to valve port and threads -- no bubble leakage permitted.

- If valve is frozen, thaw only with warm water <= 40 deg C; strictly prohibit flame heating, metal tool striking, or wrench force.

- Pressure regulator and gauge must be within calibration validity, free from damage, leakage, or pointer sticking.

3. Operating Environment & Status Inspection

- Maintain distance >= 10 m from open flame; avoid direct sunlight, boilers, radiators, and welding heat sources.

- Store upright and secured against tipping; prohibit horizontal placement for long-term use (except acetylene).

- Cylinder must retain >= 0.05 MPa residual pressure; thorough venting is strictly prohibited (to prevent air backflow and internal wall oxidation).

- Filling pressure must strictly not exceed nominal WP (conventional 15 MPa cylinder filling limit: 15 MPa); overpressure filling is strictly prohibited.

III. Routine Maintenance

1. Cleaning & Anti-Corrosion Maintenance

- After each use, wipe clean oil stains and water marks with a dry cloth; during rainy seasons and in chemically corrosive environments, remove rust and apply anti-rust paint monthly.

- Prolonged contact with strong acids, strong alkalis, or salt water is prohibited; use soft pads to isolate cylinders from hard metal objects during transport and stacking.

2. Valve Maintenance

- Every six months, disassemble and clean internal valve impurities; apply dedicated oil-free lubricating grease to threads (oxygen valves strictly prohibit any grease).

- If valve seal gaskets are aged, threads are stripped, or internal leakage occurs, do not disassemble or repair privately -- send to inspection station for parts replacement.

3. Storage Maintenance

- Warehouse must be cool, ventilated, and temperature <= 40 deg C; store by category and in separate stacks; maintain separation distance between flammable and oxidizing gases.

- For long-term idle storage: vent pressure to 0.05 MPa, tighten cylinder cap, store indoors in a dry place; prohibit outdoor exposure to rain and sun.

4. Transport & Loading/Unloading Maintenance

- Lift and place gently; prohibit rolling, dropping, throwing, or dragging; secure and strap cylinders in vehicle compartments to avoid mutual impact.

- Before loading: close valve tightly, fit cylinder cap, and ensure anti-shock rings are in place.

IV. Direct Scrapping Criteria (Mandatory Scrapping if Any One Condition is Met)

- Reaching the 20-year design life without safety assessment; or reaching 30 years after assessment.

- Cylinder body cracks, bulges, laminations, or deep wrinkles that cannot be repaired.

- Remaining wall thickness after corrosion / impact < 90% of design wall thickness.

- Excessive denting or damage accompanied by cracks or scratches.

- Valve body rupture or severely damaged threads that cannot be replaced or repaired.

- Failure of hydrostatic test, gas tightness test, or ultrasonic wall thickness measurement.
